统一认识突出重点深化卫生事业单位人事分配制度改革

摘    要:
介绍了江苏省卫生事业单位人事分配制度改革的具体做法和主要经验:不断统一和提高认识,努力形成推动人事分配制度改革的氛围与合力;按照“招聘竞岗”的原则,改革用人制度;按照“优劳优得”的原则,改革内部分配制度;按照“逐步剥离”的原则,改革后勤服务体系。指出,卫生事业单位人事分配制度改革是一项艰巨而复杂的任务,要取得成效,必须将其置于推进社会主义市场经济和整个事业单位改革的大背景下,圈绕城镇医药卫生体制改革的总目标,抓住“一个核心”(增强单位的生机和活力。建立起有责任、有激励、有约束、有竞争的内部运行机制),发挥“两个积极性”(政府部门积极性;卫生事业单位领导和职工积极性),做到“三个结合”(人事分配制度改革与实行卫生从业人员准入制度、专业技术职务资格认证制度相结合;与干部管理制度改革相结合;与精简内设机构和人员相结合)和“三个落实”(思想落实、组织落实、措施落实)相结合。

Abstract:
Experiences and details of reforms on personnel employment and distributing system in the health related institution of Jiangsu Province were recommended. They included:Unifying and increasing cognition on the reform step by step,strive to produce an environment and integrating power to push the reform (Reforming Employment system according to the principle of "invite application and competition for a job "(Reshaping the internal distributing system according to the principle of "gradually peering off ". The author suggested that it was necessary to put the reforms into the situation of macro socialist market economy and comprehensive reform of governmental institutions for the effective outcome because of the complications and difficulties. The author summarized the reform as "One nucleus , two enthusiasms, three combinations and three practices ". To circumfuse the general target for urban medical and health system reform, it is crucial to get hold of" one nucleus "(to establish and internal running mechanism with accountability, motivation .regulation and competition and to increase the vital force and energy), to function "two enthusiasms "(enthusiasms from both the governments and health related institutions), to make"three combinations "(to combine the personnel employment system with personnel enrolment and qualification,with staff management regulations,with simplifying internal institution and personne1)and "three practices "(practice in idea,in organization and in implementation).
