新型农村合作医疗补偿目标与基金分割机制研究

本文在对新型农村合作医疗保险基金分割机制与补偿目标的关系进行具体分析之后，针对目前补偿比例过低的现实分析了确定新农合补偿目标时应考虑的因素，进一步研究既定补偿目标下相应的新农合基金分割机制及补偿比确定原则。这种研究可以为评价和优化我国新农合保障机制，并为政府合理安排基金走向，保证新农合政策目标的实现，形成可持续的新农合制度改革方案提供决策参考。

A study on the compensation goal and the fund segmentation systems of New Rural Cooperative Medical Scheme

After analyzing the relationship between the fund segmentation systems and the compensation goal of the New Rural Cooperative Medical Scheme （NRCMS） , this paper discusses the factors which should be considered when determining the compensation goal according to the current reality of lower compensation percentage. Then, it further studies the NRCMS fund segmentation systems and the principles of compensation percentage under the established compensation goal. Such a study can provide the decision-making references to evaluate and optimize the NRCMS, make the arrangements of using funds reasonably for the government, ensure the realization of NRCMS policy objectives and draw up the sustainable NRCMS reform programs.
