中国内地首例输入性甲型H1N1流感应对成效分析

2009年5月9日，四川省成都市发生中国内地首例输入性甲型H1N1流感病例后，迅速启动突发公共卫生事件Ⅱ级应急响应，高度敏感，严格落实“五早”措施；及时建立完善联防联控工作机制，政府、卫生等部门集中办公，强化应急指挥和信息沟通；细化方案，运用达菲和中西医结合方法，强化患者救治，成功治愈病例；多部门联合行动，确诊后3d找到所有148名同机接触者并实施有效医学观察；果断决策，采取了一系列强有力措施，有效阻止疫情的蔓延和扩散，为甲型H1N1流感防控工作积累了经验。

Successful response to the first case of imported influenza A H1N1 in China:experience from the practice in Sichuan

On May 10 2009 a student studying in the United States, male, aged 30, returned from the US via Tokyo to Chengdu, capital of Sichuan Province, by air. On the way he began to feel ill. Upon arrival he was suspected as with influenza A H1N1 by the Siehuan Provincial Hospital, isolated, and had his throat swab samples delivered to be examined in the provincial and national centers for disease prevention and control. After the diagnosis of influenza A H1N1 was confirmed, he and his family members were sent to specialized hospital for infectious disease. He was cured at last. In cooperation with relevant sectors, the 148 contacts in the same plane were all found and observed.The following experience can be summarized form the management of this case： the medical personnel concerned should be highly sensitive; the disease should be discovered, reported, diagnosed, managed, and treated early; relevant leaders should pay enough attention to flu epidemic; the mechanism that relevant departments do their office work together helps raise the efficiency; and the fact that the media give transparent reports and health education help spread correct information and knowledge.
