| 摘 要： | 对卫生管理体制、公立医院公益性、医疗资源合理使用等三个问题提出笔者的观点,认为管理体制改革关键是要进一步按照大部制改革的方向推进医疗、医药、医保统一管理,以理清政府"管"和公立医院法人"办"的职能界面为方向推进管办分开;强化公立医院公益性,关键是要科学设计一系列激励和约束机制;促进医疗资源合理使用,关键是要逐步建立分级医疗制度。 |
