宁夏城市社区卫生服务运行现状的调查分析

目的寻找我区城市社区卫生服务发展中存在的关键问题,探索与我区社会经济发展相适应的社区卫生服务可持续发展策略,为进一步完善城市社区卫生服务体系提出适时的性、针对性、可行性建议。方法采用普查与抽样调查相结合的方法对宁夏5市区的所有社区卫生服务机构进行基线调查。结果①宁夏共有83个社区服务站。其中银川46个、吴忠16个、石嘴山7个、中卫6个、固原8个。各城市每个服务站平均覆盖人群分别为18 134.69、13 578.5、10 418.43、16 783.83和11 819.25人。②银川、吴忠、石嘴山、中卫、固原五市社区卫生服务站2007年社区健康档案分别占社区总人数的26.10%、2.62%、3.31%、42.17%、43.97%,高血压管理有效控制率分别为72.97%、41.64%、98.81%、53.93%、82.34%;门诊人次数平均每家49 651.3人次。③银川、吴忠、石嘴山、中卫、固原五市社区卫生服务站工作人员中接受全科医师规范化培训人数分别占临床医师的12.77%、10.27%、3.33%、71.43%、25%,接受全科医师岗位培训人数分别占临床医师的46.38%、39.13%、6.67%、92.86%,52.78%。本、专科学历居多,各占36.84%、39.85%。结论社区卫生服务站设置、人员构成不合理;政府投入不足;社区卫生服务不全面。

Investigation and analysis on the operation situation of community health services in Ningxia

Objective To find the key problems of city community health service development in our area,explore the sustainable development strategy which adapt to economic development,and provide timely,targeted and feasibility suggestions for flawless community health services system.Method Adopting census and sampling survey methods to carried out baseline survey to all community health service of 5 cities of Ningxia.Results ① Ningxia had a total of 83 community service stations,among them,46 stations in Yinchuan,16 in Wuzhong,Shizuishan 7,Zhongwei 6,Guyuan 8.The service stations average coverage population were 18134.69,13578.5,10418.43,16783.83 and 11819.25 in each city,respectively.② In 2007,established health records accounted for 26.10%,2.62%,3.31%,42.17%,43.97% in Yinchuan,Wuzhong,Shizuishan,Zhongwei,Guyuan,respectively.Hypertension valid control rates were 72.97%,41.64%,98.81%,53.93%,82.34%,respectively.The average outpatients’ number was 49651.3.In Yinchuan,Wuzhong,Shizuishan,Zhongwei,Guyuan,the staff of community health service stations accepted the standardized training of general practitioners were accounted for 12.77%,10.27%,3.33%,71.43%,25%,respectively.Accepted the on-the-job training were 46.38%,39.13%,6.67%,92.86%,52.78%,respectively.Most of the doctors with undergraduates or college background,and accounted for 36.84% and 39.85%.Conclusions By investigation,we understand that community health service stations’ setting and personnel structures were not reasonable,government investment lacked,and health service was not comprehensive.
