摘    要:归纳总结了重庆市黔江区乡镇卫生院人事制度改革的五个阶段:公开选聘院长,实行会计委派,防保人员聘任,养老保险社会化和全员聘用制。并运用委托代理理论、激励理论和超产权理论等对黔江区人事制度改革进行了理论分析。

Abstract:This essay summarizes five stages of the reform of personnel system in township health centers in Qianjiang district,Chongqing city: employ the president in public,appoint the accountant,engage epidemic prevention workers and maternal and child care workers,socialize the endowment insurance and appoint all employees.By using of the principles-agent theory and the incentive theory and the beyond property rights theory,we analyze such reform of personnel system.
