摘    要:
目的 开发与研究《小学突发事件应急预案评估量表》,为完善现有预案提供科学依据。方法 应用文献查阅、德尔菲专家咨询、预评估等方法开发完善评估初始量表,应用差异系数确定量表条目,应用因子分析探索量表结构,应用同质性信度、分半信度、重测信度评价量表信度,应用内容效度和结构效度评价量表效度。结果 形成含有21个条目、满分100分的评估量表,分为5个维度,即“成员明确”、“职责分工”、“预防制度”、“报警与应对”和“应急标识”。量表的Cronbach’s α系数为0.827,Spearman-Brown系数为0.884,重测系数为0.972。量表条目与评估内容的关联性强,21个核心条目与所属维度的相关系数在0.366~0.999(P <0.05)。结论 基于动态分析的角度以及现有应急预案的整体水平,该评估量表覆盖指标全面,评分细则清晰,区分度较高,具有良好的信度和效度,实用性和可操作性强。

Abstract:
Objective The study was conducted to develop and assess the Emergency Response Plan Assessment Scale for Primary School Emergencies, so as to provide a scientific reference for improving the existing response plan. Methods Literature review, Delphic method, and pre-evaluation were conducted to assess the preliminary Scale. Diversity coefficients were adopted to determine the survey items of the Scale, factor analysis was performed to explore structure of the Scale. Reliability of the Scale was measured based on homogeneity reliability, split-half reliability and test-retest reliability, and validity of the Scale was assessed according to content validity and construct validity. Results An assessment scale with 21 items and a full score of 100 was developed. The Scale was divided into 5 dimensions, including clear member record, assignment of responsibility, prevention mechanism, alarm and coping, and emergency signage. In the scale, the Cronbach's coefficient was 0.827, Spearman-Brown coefficient was 0.884, and the retest coefficient was 0.972. The correlation between the scale items and the evaluation contents was high. The correlation coefficients between the 21 core items and the corresponding dimensions were 0.366-0.999 (P<0.05). Conclusion Evaluating from the perspective of dynamic analysis and the overall level of the existing emergency plans, this Assessment Scale is advantageous in its comprehensive index coverage, clear scoring rules, high distinctiveness, good reliability and validity, and high applicability and operability.
