| 摘 要： | 清王朝是通过战争建立起来的新政权,对城市的破坏十分严重,而数量最多、分布最广的县级城市所遭到的破坏甚巨。清朝为城市重建制定了一系列的制度和规定,但由于县级城市数量多和财力、人力不足,县级城市的重建历时一个半世纪才完成。在县级城市重建过程中,朝廷、地方官府和民间力量形成互动,进行了有效的资源整合,为清朝政权的巩固和康雍乾盛世的出现准备了条件。 |

| Abstract: | Qing Dynasty was a new state power built through war which made great destructions to cities and then carried out a series of polity to regulate the rebuild of cities.In the way of country-level cities rebuilding,the court,state government and unofficial powers made out mutual action,carried out efficient resources integration,gave the environment for the coming out of flourishing age of Kangxi-Yongzheng-Qianlong. |
