美沙酮社区维持治疗工作的长效机制研究

摘    要:
目的研究美沙酮社区维持治疗工作持续健康发展的长效机制,为政府决策提供科学依据。方法采用文献研究、调查问卷和深度访谈相结合的形式进行研究,问卷用SPSS进行统计分析。结果美沙酮社区维持治疗工作在禁毒和防治艾滋病的工作中取得一定的成绩,也存在一些亟待解决的问题:美沙酮社区维持治疗工作缺乏法律规范;美沙酮社区维持治疗门诊的监督管理处于缺位状态;美沙酮社区维持治疗工作在基层的公安部门和卫生部门协调工作难以落实;美沙酮社区维持治疗门诊经营困难,在调查的334个门诊中有43.9%亏损,17.8%盈利。结论要建立美沙酮社区维持治疗工作的长效机制必须从法律上、政策上、管理和经营上进一步对该工作加以完善。

Abstract:
Objective To study on mechanism of methadone maintenance treatment in community and the long-term healthy development to provide scientific basis for government decision-making.Methods Literature study,questionnaires and depth interviews were combined in the research and SPSS statistical software was used for analyzing the questionnaire.Results Some achievements in anti-drug and prevention of AIDS have gotten by using of Methadone maintenance treatment in community,but there are still some problems that need to be solved gently,such as the lack of legal norms for Methadone maintenance treatment in community,the absence of supervision and management for outpatient services in Methadone maintenance treatment in community,the cooperation between public security departments and the health sector was hard to reach at the basic level in Methadone maintenance treatment in community,it hard to maintain the status quo in Methadone maintenance treatment in community.43.9% of outpatient services investigated in 334 were in deficit and only 17.8% of them have some profit.Conclusions Long-term mechanism for methadone maintenance treatment in community must be built and the aspects of legal,policy,management and operation should be improved.
