我国计划生育技术规范与优质服务

开展计划生育技术服务须遵循相关的技术规范。自我国提出计划生育,尤其是开展计划生育知情选择优质服务以来,国家对计划生育技术服务的规范性给予了关注,并在立法和制订规范上做了大量的工作,制定了一系列管理文件与培训教程,加强了对技术服务的监督管理。基层计划生育技术服务提供存在一些问题,国家规范在基层的执行情况与其要求间存在明显差距。如何采取有效措施缩小服务现状与优质服务要求的差距、提高服务质量,引起了业内的关注与思考。一方面,各地开展了许多工作,对计划生育技术服务标准化管理进行了多种形式的探索,并取得了值得借鉴的经验;另一方面,我国的计划生育技术规范在可操作性上存在一些不足,有的不够明确。技术规范本身需要经历制定、执行、评估、修订的持续改进过程。因此,建议国家制定一套基于我国数据的技术规范,在明确开展技术服务的条件、服务流程、技术操作过程等要求下,完善规范的传达修订执行机制。

Family Planning Technical Service Guidelines and Quality of Care in China

Family planning service providing should comply with technical guidelines.Since the family planning had been proposed,especially after the advocating of service quality,great attention had been paid to the standardization of family planning technical service in China.Series of guidance documents and textbooks had been made to improve quality of care.There are performance gaps between current family planning service performing and the national requirements.How to bridge the gaps has caused wide attention.On the one hand,projects are implemented around the country in order to reduce the gap and improve quality of service providing,and some helpful experiences are gained.On the other hand,the national guidelines were not practical enough to guide the practice well.It is suggested that the national guidelines should be updated based on Chinese data,and the plan-do-check-action(PDCA)circle should be completed in order to improve continuously.It should be clarified in updated guidelines for fundamental conditions in service providing,service pathways,standard operating procedures and the guidance documents' dissemination-adaptation-utilization(DAU)approaches as well.
