| 摘 要： | 针对目前医疗卫生资源配置存在的不足，提出区域卫生规划法制化、存量卫生资源整合、卫生财政投入方式多样化、社会医疗保障制度化、医保卫生管理一体化、管资产与管人相结合、卫生人力资源调整、引导社会办医等卫生资源配置政策的取向。

| Abstract: | In order to overcome the in-sufficient of health care resource allocation, it has proposed following approaches： Regional health planning need legislation system; Existing health resource need reorganization; multiple investment mechanism must be emphasized; Social medical security need be systemization. Integrate medical management system and combine poverty management with the personnel management. The author emphasized it is also important that is regulation human resource and advocacy social investment support medical sectors. |
