| 摘 要： | 文章通过对现行公立医疗机构管理体制和运行机制存在的问题加以分析,提出了解决"体制、机制"问题是公立医院改革的关键,并就如何深化公立医院管理体制和运行机制的改革提出了建议。其中,建议包括:面向基本医疗、坚持政府主导;增加政府投入、强化行业监管;坚持推进改革、建立全新机制。 |

| Abstract: | By analyzing the present questions existed in public medical management system and operational mechanism,the article proposes the problems solution in the "system and mechanism" is the key of public hospital reform; it suggests on how to deepen the public hospital management system and the operational mechanism reform. Among them,they include: facing the basic medical service,the government lead insistence,the increase government investment,strengthened profession supervision and management,the reform advancement insistence,the brand-new mechanism establishment. |
