广西边境地区县级疾病预防控制中心突发公共卫生事件应对能力现状调查

目的了解广西边境地区县级疾病预防控制中心突发公共卫生事件应对能力的现况。方法采用调查问卷对广西边境地区22所县级疾控机构进行调查。调查内容主要包括卫生应急组织体系、监测预警能力、技术实施能力、资源储备能力等。结果广西边境地区县级疾病预防控制中心普遍存在专业技术人才缺乏、卫生应急运行机制不健全、卫生应急预案和技术方案不符合工作需要、突发公共卫生事件的监测预警能力有待提高、人员装备和物资储备明显不足、卫生应急演练开展较少及种类单一等问题。结论广西边境地区县级疾病预防控制机构突发公共卫生事件应对能力存在明显不足,应针对其存在的薄弱环节,采取有针对性的改进措施,从而提高其应对突发公共卫生事件的能力。

Investigation on the current situation of response capacities to public health emergencies at the county level centers for disease control and prevention in the border areas of Guangxi

Objective To understand the current situation of the public health emergency response ability of the county level disease prevention and control centers in the border area of Guangxi. Methods A standardized questionnaire was used to collect data from 22 county CDC located in the Guangxi border area. The information collected mainly included the health emergency organization system, monitoring and early warning capabilities, technical implementation capacity, resource reserve capacity etc. Results Man power of the county level CDC in the border area was shortage of talent professional and technical personnel. The health emergency operation mechanism was imperfect, health emergency plan and technical scheme can not meet the need of the work. Monitoring and warning ability of public health emergency personnels were weak. Equipment and materials reserve were obviously inadequate. Health emergency drills carried out occasionally with single type exercises. Conclusions The response capacity of county level CDC in border region of Guangxi to public health emergency is obviously insufficient. For improving their ability to respond to public health emergencies we should take effective measures to target weaknesses of the systems.
