Implementation strategies for open access policy with executive strength

The implementation environment, interests-related partners, and implementation plans of open access policy in different institutions were analyzed from the characteristics of its decision makers in order to put it into effect, which showed that every institution should adopt a prudent required open access policy, regard the open access policy as a wall to protect the intellectual property of scientific researchers, pay attention to the implementation of open access policy, and intensify its monitoring and evaluation. Scientific research and educational institutions should strengthen the standardization, generalization and regularization of open access policy, attach importance to the inside and outside communication, establish corresponding incentive mechanisms, and promote their members to establish open access concept. Scientific research funding agencies should publicize and make clear the open access policy and its implementation rules, and provide the operable action program and guidelines.
