包头市结核病控制项目卫生经济学评价

目的：通过对包头市结核病控制项目的卫生经济学评价,为卫生资源投入与合理使用提供科学依据。方法：采用成本-效果、成本-效用、成本-效益分析方法对2003-2008年包头市结核病控制项目资金的投入与效果进行卫生经济学评价。结果：2003-2008年总治愈率89.4%,每治愈1例活动性肺结核病人投入的费用为658元人民币,并且各年费用不尽相同;直接挽回伤残调整寿命年（DALY）83 195年,间接挽回DALY 32 085年,并且呈逐年增加趋势;控制传染源减少传染而节约费用1 948.2万元人民币,挽回GDP损失58 586.5万元人民币,避免因病造成的个人损失累计132 572.9万元人民币。结论：包头市结核病控制项目减轻了肺结核患者的经济负担,取得了显著的社会效益和经济效益。

Health Economics Evaluation of TB Control Project in Baotou

Objective： To supply scientific evidence for the input and fair use in health resources by health economics evaluation of TB control project in Baotou.Methods： Using cost-effectiveness,cost-utility and cost-benefit analysis methods,health economics evaluation of input and effects in TB control project in Baotou were performed from 2003 to 2008.Results： From 2003 to 2008,the total cure rate was 89.4 %.Cure expenses for one active pulmonary tuberculosis case was RMB 658 yuan.Disability adjusted life year（DALY） of 83 195 year was directly saved,and DALY of 32 085 year was indirectly saved.RMB 19.482 million yuan was saved in reducing infection by controlling source of infection.In addition,RMB 585.865 million yuan in the loss of GDP,as well as RMB 1 325.729 million yuan in a total individual loss from pulmonary tuberculosis was retrieved.Conclusion： TB control project in Baotou has reduced the economic burden for patients,and has brought significant social and economic benefits.
