国际救援流动医院志愿者组织与管理实践研究

目的探讨跨文化背景下，流动医院在执行国际医疗救援任务中志愿者队伍的组织与管理工作特点与规律。方法通过对中国国际救援队流动医院既往10批次国际救援工作资料进行回顾，从国际人力资源管理的视角，采用分析归纳法，对志愿者组织与管理进行系统地科学分析与总结。结果执行任务中志愿者队伍组织管理逐步规范化、科学化与程序化，影响志愿者组织与管理的因素包括救援队自身建设经验、灾害类型以及流动医院获得各方面的支持度。必须从招聘与岗位设置、培训、科学管理等环节做好志愿者组织与管理工作。结论志愿者是流动医院执行国际救援任务中的一支重要力量，必须进一步加强志愿者队伍建设的意识、要制定志愿者组织与管理预案、注重发挥驻外使领馆的资源优势以及重视在学生尤其是大学生中招募志愿者。

Practical research on the volunteer organization and management of the mobile hospital of CISAR

Objective To explore the host - country＇s rescue volunteer team - organizing and management during the mission of international medical rescue overseas in a cross - cultural context. Methods From the perspective of international human resources management, analysis and induction were employed. The data, which were recorded in the 10 missions of international rescue over the last decade, were reviewed to scientifically and systematically analyze and summarize the experience concerning host - country~ rescue volunteer team - organizing and management in the mobile hospital of CISAR （ China International Search and Rescue） during the last decade. Results The organization and management of volunteers became gradually standardized, scientific arid orderly. The factors of influcence on the job include the experience in international rescue, the type of disaster and support from others. Mobile hospitals should attach importance to recruitment, position design, training and management. Conclusions The volunteers are a very important force in the mobile hospital during international rescue. Efforts should be made to enhance their sense of responsibility plan organization and management, bring institutions abroad into full play and select volunteers from college students.
