北京市新农合制度法制化的必要性和可行性研究

目前北京市新农合已经成为与城镇职工医疗保险、城镇居民医疗保险并驾齐驱的三大社会基本医疗保障制度之一。新农合已经具备基本医疗保险的性质。为了有效协调各利益主体之间的关系,加强新农合制度本身的完善和创新,将新农合纳入法制化轨道是必要的。从现实情况看,新农合制度还会在一定时期内长期存在,北京市新农合制度实施10年的试点经验,为其法制化积累了丰富的实践经验和制度渊源,新农合地方立法的实践也为立法提供了可资借鉴的基础,将新农合制度纳入法制化的轨道是可行的。未来立法需要不断提高统筹水平,合理确定筹资目标,加强对定点医疗机构的监管和对商业保险机构管理新农合基金做出具体规定。
