| 摘 要： | 目的 分析黑龙江省新型农村合作医疗基金使用状况，查找基金使用中存在的问题．为新型农村合作医疗的可持续发展提供参考。方法对黑龙江省132个合作医疗统筹县进行问卷调查，应用Excel软件进行数据录入及处理分析。结果基金使用率偏低、住院补偿基金流向县及县以上医疗机构明显高于乡镇医疗机构．门诊家庭账户基金流向以乡镇卫生院及村卫生机构为主。结论进一步完善补偿方案，并以二次补偿作为必要的调节手段，提高基金使91率；转变门诊家庭账户模式，实施门诊统筹，扩大参合农民受益面；加强乡镇卫生院建设，提高其卫生服务能力，确保基金合理使用。 |

| Abstract: | OBJECTIVE To make clear of the using situation and the problems of the fund of new rural cooperative medical scheme （NCMS） in Heilongjiang Province, and to provide some proposals for getting sustainable development of NCMS. METHODS Investigating 132 counties in Heilongjiang Province through questionnaire, and analyzing datum by Excel. RESULT Utilization rate of the fund is relatively low. Among the total fund, pooling fund is mainly used in county and outside county hospitals, and family account fund is ba- sically used in township health centers and village clinics. CONCLUSION The reimbursement package should be further improved by taking secondary compensation as a necessary means to adjust and to improve the utilization rate, changing the family account fund to outpatient pooling fund, and meanwhile strengthening the health services in township hospital to ensure the rational use of fund. |
