内蒙古少数民族地区新型农村牧区合作医疗制度可持续发展研究

目的：了解内蒙古少数民族地区新型农村牧区合作医疗制度的作用、现状、存在的问题，提出可持续发展的对策和措施，为内蒙古少数民族地区农村、牧区新型农村牧区合作医疗制度的可持续发展提供科学依据；并交流了新农合可持续发展的一些好的经验。方法：采用抄录材料和现场调查相结合的方法，对通辽市2011年新型农村牧区合作医疗现状进行调查。结果：通辽市新型农村牧区合作医疗工作得到长足发展，参合率高（96．86％）、筹资比例高（230．0元／人，共4．8亿元）、封顶线高（5万元），分别对大病住院、住院分娩、门诊特殊病种、健康体检进行了补偿。结论：从总体情况、筹资及使用情况、实施的效果、公平性等方面来看，通辽市新农合工作成绩显著，但也存在着诸多问题，急需加以解决。

Sustainable development of new rural cooperative medical system in the national minority area of Inner Mongolia

Objective To explore the role,present situation and existing problems of the NRCMS （New Rural Coop- erative Medical System） implemented in the national minority area of Inner Mongolia,and to put forward the strategies for sustainable development. Methods We used the method of copying materials combined with field investigation to an- alyze the status quo of NRCMS in Tongliao city in 2011. Results The work of the NRCMS achieved great progress. The participation rate（96.86 ~）, the financing rate （230 yuan/person, totally 480 million yuan） and the cap amount of reim- bursement （50 thousand yuan） were high. Compensation was provided for hospitalization due to serious illness,hospi- tal delivery,outpatient special disease and health examination. Conclusions The work of NRCMS in Tongliao city has a- chieved great success from the aspects of the overall situation, financing and using,implementation effect and the equity perspective, but some problems are to be solved.
