2008年开封市疾病预防控制体系建设现况调查

[目的]了解开封市疾病预防控制体系建设现状和存在问题,为建立和完善疾病预防控制体系建设提供科学依据。[方法]采用问卷调查、现况调查等方法对各级疾控机构房屋建设、服务人口、疾控人员编制情况和学历、技术职称构成、实验室建设及财政经费保障情况等现状进行调查。[结果]当前存在的主要问题是财政投入不足、经费短缺;疾控人员结构配置不合理;仪器设备仍不能满足需求;基层疾控人员工资待遇偏低等问题,从而严重影响疾控机构公共服务能力,阻碍了基层疾病预防控制工作的进展,给公共卫生安全带来严重威胁。[结论]要加大政府财政投入力度,确保经费足额落实;加强人员培训和专业技术人才引进;提高疾控人员尤其是基层防保人员待遇,从而提高疾病预防控制能力。

Investigation on the Construction of Disease Control and Prevention System in Kaifeng City in 2008

[Objective]To understand the construction of Disease Control and Prevention System in Kaifeng city and the problems,provide scientific basis for the establishment of perfect Disease Control and Prevention System.[Methods]Questionnaire and on-the-spot investigation were conducted on the construction of buildings,service population,staffing and educational levels,title of technical post,construction of laboratory and financial support.[Results]The main problem are as follows;inadequate financial injection,shortage of funds,unreasonable human resource allocation,shortage of instruments and equipments,low salary in grass-roots staff.Public service was seriously influenced and the progress of disease prevention and control was interrupted,the security of public health was threatened.[Conclusion]More financial input must be increased and insure adequate funds.Training for staff must be strengthened and high-quality professionals must be attracted and the salary must be raised in order to enhance the service quality.
