江苏医疗保障制度改革试点城市医院改革的调查与思考

As part of a wider transition to more and more market-oriented economy, hospital relorms need explorative etlorts and practices in these important dimensions: realize comprehensively and consistently potentials of benefits of health services through understanding how hospitals work under various conditions; define and improve standards of service performance for three levels of facility, i. e. , primary health care centers , local general hospitals, and large hospitals, and promote their work division and cooperation in health services; research and advise medical price systems to make prices reflect the full cost of individual service items; reform hospital management system and operational mechanisms for subsistence and development of hospital services; further concert medicalsecurity system reform and hospital reform to ensure sustained, stable and coordinated development of health services.
