对中国农村贫困地区卫生人力资源开发的政策建议

目的：了解农村贫困地区卫生人力资源现状，发现其中存在的问题，并提出相应的建议。方法：抽取全国6个省的13个样本县，调查其中的51家县级医疗机构，121家乡镇卫生院；分别采用了现场调查和函调以及问卷调查、个人深入访谈、专题小组讨论等方法。结果：我国农村贫困地区卫生人员总量不足；卫生队伍结构不合理、整体素质不高；贫困地区卫生技术人员的收入水平与其创造的价值不相匹配；卫生人力资源配置“缺编”和“空编”问题并存；乡村医生的身份和职业定位不清。建议：构建适应贫困地区卫生人力开发的医学教育体系；继续以农村贫困地区适宜性卫生人才为主线，引进、培养和使用人才；通过定向培养、职称评定、工资待遇等政策，调整农村卫生人员队伍结构；营造良好的农村卫生人才环境，稳定农村贫困地区的卫生人才。
