| Abstract: | Fundamental medical institution is the forefront and major places for prevention and control of chronic non - com- municable diseases. The paper discussed the importance of fundamental medical institutions to carry out health management and proposed specific approaches ： public awareness and education, health literacy, additional professional organizations, staff pre - service training ; establishment of incentive mechanisms to encourage doctors and patients to participate. |
