| 摘 要： | 高校的院(系)党总支书记作为党总支的一班之长 ,其素质如何 ,将直接影响到党总支政治核心作用的发挥。按照江泽民总书记关于“三个代表”的思想和新时期高校工作的特点 ,党总支书记应当具有较高的政治理论素养、驾驭全局的能力 ,善于做思想工作 ,有较强的协调能力、一定的人格魅力和开拓创新能力等基本素质。 |

| Abstract: | According to the requirements of "three representatives", a Party secretary of general Party branch should have such qualities as a strong sense of political awareness, being capable of coping with an overall situation, good at doing ideological work and skillful in handling interpersonal relations. He should be a person with an agreeable personality and be bold and broad minded in breaking new ground. |
