层次分析法在基本药物配送企业遴选中的应用

目的:为基本药物配送企业遴选提供参考。方法:以德尔菲法为基础建立评价指标,采用层次分析(AHP)法,并通过问卷调查进行指标的两两比较,构建判断矩阵,进行一致性检验,最后计算出各指标权重,以有效区分基本药物配送企业保障能力差异,对特定的配送企业实现可定量的综合评价。结果:调查问卷共发出13份,回收11份,回收率为84.6%;层次单排序权重和层次总排序权重结果一致性比率(CR)均小于0.1;5个一级指标"企业规模"、"配送能力"、"企业诚信"、"基本药物保障"、"运营能力"的权重分别为0.09、0.20、0.30、0.28、0.13,并得到18个二级指标的各权重值和企业配送能力评价计算公式。结论:运用AHP法可对基本药物配送企业进行综合评价,可为完成基本药物配送企业的遴选提供决策依据。

Study on Essential Drugs Distributor by Hierarchy Analytic Process

OBJECTIVE： To identify the distribution capacity of essential drugs distributor by developing a comprehensive evaluation system for quantitative evaluation of special distributor. METHODS： The evaluation factors were established according to Delphi method. The Analytic Hierarchy Process （AHP） was conducted with questionnaire to compare the factors pair wisely, construtting the judgment matrix, doing the consistency test, and finally calculated the weight coefficients of every factor. RESULTS： 13 questionnaires issued and 11 returned, with recovery ratio of 84.6%, and consistency ratio （CR） of hierarchy single order and hierarchy order was all less than 0.1. The weight values of 5 first-level factors, such as enterprise scale, distribution capacity, integrity of the enterprise, guarantee of essential drugs and operating capacity, were 0.09, 0.20, 0.30, 0.28 and 0.13, respectively. The weight value of 18 second-level factors and the formula of distribution capacity evaluation was also obtained. CONCLUSION： The AHP could be used to comprehensively evaluate the drug distributor and supply decision-making basis for the selection of drug distributor.
