| Abstract: | Recent years has witnessed wider and wider application of the complex Adaptive Systems theory in understanding health care systems and health care delivery process.This paper uses CAS as analysis framework to examine the implementation of essential drug policy in 3 poor Western counties(district),to provide a new thinking for understanding the challenges faced by the basic health care institutions in implementation process. |
