对农村卫生体制改革与发展的思考

分析困扰农村卫生发展的问题，提出要明确农村卫生的定位和政策导向，农村卫生是基本公共卫生服务，应调整公共卫生政策，优先发展农村卫生，构建农村卫生服务新体系，建立农村医疗保障制度，从而积极稳妥地推进农村卫生体制改革。

Reflection on health system reform and development in rural areas

Problems puzzling health development in rural areas were analyzed. It was presented that the location of rural hygiene and policy orientation should be identified. Rural hygiene is primary public health service. Public health policies should be adjusted. Rural hygiene should be given development priority. A new system of rural health service should be constructed and health care system in rural areas should be established. Thus, health system reform in rural areas can be propelled rigorously and safely.
