广西突发公共卫生事件应急处理技术研究与应用

摘    要:目的分析突发公共卫生事件在广西发生的频率和强度,研究广西突发公共卫生事件应急处理技术,为政府部门制订有效的防控措施提供科学依据。方法依据国家有关规定,并根据2001年6月1日实施的《广西壮族自治区重大传染病疫情处理预案(暂行)》和《广西壮族自治区公共卫生突发事“三网”建设实施办法》进行系统的技术和实施措施研究,及时处理各种严重影响公众健康的突发公共卫生事件,收集广西2002-2004年突发公共卫生事件有关数据进行整理、分析、归纳、总结经验。结果广西2002-2004年突发公共卫生事件报告和处理及时率明显提高;发病率和死亡率明显下降。结论广西突发公共卫生事件应急处理体系应用效果显著,应急处理技术在有效控制突发事件的发生、发展中起到了十分重要的作用。

Abstract:Objective To analyze the frequency and intensity of emergent public health accidents occurred in Guangxi and investigate the managerial technique and provide scientific basis for formulating control measure. Methods Based upon the national public health laws and regulations, the data concerning the occurrence of emergent public health accidents from the year of 2002 to 2004 were collected and analyzed. Results The rates in timely report and treatment of emergent public health accidents in the years ot 2002- 2004 were apparently enhanced,the incidence and mortality rate were obviously reduced. Conclusion The emergency management system is very effective in dealing with emergent public health accidents and the emergency management technique plays an important role in control of emergent public health accidents.
