美国长期护理保险制度的经验及借鉴

美国是实施长期护理保险最早的国家,其经验对我国建立长期护理保险制度具有一定借鉴意义。本文在简要介绍美国长期护理保险制度产生背景的基础上,重点阐释了美国长期护理保险制度的主要框架,分别从公共保障计划和商业保险两个方面进行详细介绍。美国长期护理保险制度的多层次性、照护资源体系的完善性及给付方式的灵活性为我国建立长期护理保险制度提供了经验借鉴。在此基础上,本文在构建多层次长期护理保险体系、优化护理服务资源、提高市场化运作水平等方面提出建议。

Experience and reference of long-term care insurance system from the United States

The United States is the earliest country to implement long-term care insurancein the world,and its construction experience has certain reference significance for the establishment of a long-term care insurance system in China. Based on a brief introduction to the background of the U.S.long-term care insurance system, this paper focuses on the main framework of thisstrong system, which is described in detailsfrom the public security plan and commercial insurance in two dimensions. The pluralistic nature of the U.S. long-term care insurance system, the perfection and integrity of the care resource system, and the flexibility of payment methods provide an empirical reference for the establishment of a long-term care insurance system in China.Based on this,this paper put forward some thoughts and suggestions in the construction/establishment of pluralistic long-term care insurance system,some of them stressing onoptimizing the long term care service resources and on the improvement of market-oriented operation level.
