摘    要:目的 探讨我国基层卫生人力资源的区域分布及变化特征,为基层卫生机构人才建设提供科学依据。方法 采用空间自相关及相对发展率分析我国基层卫生人力资源区域分布及发展趋势。结果 我国基层卫生技术人员、执业(助理)医师和注册护士年均增速分别为4.07%、3.75%、5.68%,医护比逐年改善;Global Moran’s I显示我国基层卫生人力资源的空间自相关性总体表现为先缩小后增加;Local Moran’s I显示不同时间段各基层卫生人力资源的聚集模式发生了较大变化;我国不同时间段的基层卫生人力资源相对发展速度空间格局变化趋势与其空间格局的动态变化并不完全一致。结论 我国基层卫生人员数量不足,区域之间基层卫生人力资源供给水平差距有所改善,但分布仍不均衡。JP]

Abstract:To explore the regional distribution and changing characteristics of human resources in primary health in China,and to provide scientific basis for the talent construction of primary health institutions. Methods Spatial autocorrelation and NICH were used to analyze the regional distribution and development trend of primary health human resources in China. Results The average annual growth rate of primary health technicians,practicing ( assistant) physicians and registered nurses in China were 4. 07% ,3. 75% and 5. 68% ,respectively,and the ratio of doctors to nurses was improved year by year. Global Moran’s I showed that the overall spatial autocorrelation of grassroots health human resources in China was first reduced and then increased. Local Moran’s I showed that the pattern of aggregation of health human resources at various levels changed significantly at different time periods. The spatial pattern of the relative development speed of primary health human resources in different time periods in China was not completely consistent with the dynamic change of its spatial pattern.Conclusion The number of primary health workers in China is insufficient. The gap in the supply of primary human resources for health has improved between regions,but the distribution is still uneven.
