新疆农村一二三产业融合发展建议

推进农村一二三产业融合发展是党中央、国务院在我国社会经济步入新常态、农业农村发展进入新阶段背景下作出的重大战略决策。新疆农村一二三产业融合发展迅速,但总体看,产业融合仍处于初级发展阶段。基于此,结合新疆贫困地区、城郊、农区、牧区等区域资源禀赋特点,对新疆农村一二三产业融合发展的模式、现状、存在问题进行了分析,并借鉴国内先进省区农村一二三产业融合发展经验,厘清了新疆农村一二三产业融合发展思路、定位与布局,提出了加快推进新疆农村一二三产业融合的六种模式、优化发展环境、出台保障措施的建议。

Some Suggestions on Promoting the Integrated Development of Primary,Secondary and Tertiary Industries in Rural Areas in Xinjiang

Promoting the integrated development of primary, secondary and tertiary industries in rural areas is a major strategic decision made by the CPC Central Committee and the State Council under the background that China’s social economy has entered the new normal and agricultural and rural development has entered a new stage. The integration of primary, secondary and tertiary industries in rural areas of Xinjiang is developing rapidly, but it is still in the primary stage on the whole. In this paper, combined with the characteristics of resources in poverty-stricken areas, suburbs, agricultural areas and pastoral areas in Xinjiang, the mode, present situation and existing problems of the integrated development of the three industries in rural areas were analyzed, then through drawing lessons from the domestic advanced provinces and regions who had some experience of integrated development of primary, secondary and tertiary industries in rural areas, the development ideas, positioning and layout of integrated development of such industries in Xinjiang were clarified. Finally, six modes for accelerating the integration of primary, secondary and tertiary industries in rural areas of Xinjiang were put forward, as well as the suggestions of optimizing development environment and introducing some safeguard measures.
