广州市卫生资源配置的公平性分析

目的对广州市2004年卫生资源配置的公平性进行分析,为卫生行政部门优化卫生资源配置提供依据。方法采用洛伦兹曲线和基尼系数测量广州市各区卫生机构、人力、床位资源等的公平性。结果城乡之间卫生资源分布的明显不公平,医疗设备的公平性差于床位数的公平性,卫生人力资源的质量分布不公平性远高于数量分布,越是高层次的人分布越不公平。结论卫生资源配置应更多地倾向于农村、经济欠发达地区、基层以及预防保健服务。同时,应正确处理好公平与效率的关系,不断实现更高层次的卫生服务公平。

Research on Fairness of the Health Resource Allocation in Guangzhou

OBJECTIVE To analysis the fairness of the health resources allocation of Guangzhou. This study would provide the scientific basis on which some measures could be set to Optimized health resources allocation. METHODS To adopt Lorenz curve and Gini coefficient measure the Guangzhou various areas health organization, the manpower, the bed resources and so on fairness. RESULTS Between the city and countryside the hygienic resources distribution is obviously unfair, medical equipment fairness difference in bed number fairness, health human resources quality distribution fairness far is not excellent than quantity distribution. CONCLUSIONS The hygienic resources disposition should more favor the countryside,the poorer area, the basic unit as well as has the social efficiency extremely the prevention health care service.
