山东省临沂市实施全国结核病防治规划中期效果评价

目的:对临沂市实施《全国结核病防治规划(2001~2010年)》(简称《规划》)中期工作成效进行评价。方法:按《规划》中期评估方案,市卫生局组织评估组对市县区进行检查评估,查阅市县两级政府文件,2001年至2005年结核病季报、年报表和三本病历等有关业务资料,并对资料进行汇总分析和评价。结果:五年间全市共发现活动性肺结核病人23711例,登记新涂阳病人13573例,新涂阳病人发现率由48.0%增加到90.5%,总治愈率达到97.5%。结论:临沂市通过贯彻落实《规划》及认真执行DOTS策略,五年来发现和治愈了大量结核病人,结核病控制工作取得显著成效,社会效益和经济效益明显。但防治经费投入不足、装备落后和流动人口的增多仍是制约结防工作的主要因素,需重点加以解决。

Mid-term Evaluation on Implementation of National TB Control Programme in Linyi

Objective: To evaluate the mid-term implementation results of 'the National TB Control Programme(2001-2010)'(i.e.'programme') in Linyi.Method: According to 'programme' intermediate evaluation,Linyi Public Health Bureau organized the evaluation group to inspect city and county,consult the government document,the data of TB quarterly report,annual report form and three cases study in the period during 2001 to 2005,summarize and analyze the data.Result: In five years,the city detect 23711 active TB cases,and regesiter 13573 smear positive cases,the detection rate of smear positive cases raised from 48.00% to 90.50%.The rate of cure reached 97.5%.Conclusion: Through the implementation of 'programme' and DOTS strategy,Linyi detected and cured a lot of TB patient in five years.The control of TB made a big achievement including the social benefit and obvious economic benefit.However,insufficient preventing and controlling funds,backward equipment and floating population increasment,were still the main factors to restrict TB development.It needs to give key solvement.
