公立卫生法人治理体系理论问题研究

分析了现行卫生体制下法人治理体系的现状,指出卫生体制改革中法人治理和治理结构存在着多重委托代理关系、多级委托代理关系,从而造成代理成本过高。并对当前我国卫生行业法人治理体系的制度环境、市场环境、文化环境进行了讨论,提出卫生行业法人治理体系的改革目标和方向,指出要避免脱离产权制度而盲目借鉴国外治理结构的倾向,不仅要关注医院的治理结构改革,还要关注社区卫生服务中心和乡镇卫生院的治理结构。

The Theoretical Research on Corporate Governance in Public Health Institution

Based on analysing corporate governance in health institution such as public hospital,idengtified there are many problem such as muli-client and high cost.Analysed the governance background such as institution,marketing and culture,it is pointed out that not only governance on public hospital but also governance on community medical service center should be study,we should hold the tendency that governance reforming didn't fit in with our country's situation.It is important that the reforming become more systemcial and harmonized.
