宁夏1999年农村初级卫生保健工作评价

目的 为加快初保工作的步伐，进一步促进“２０００年人人享有卫生保健”目标的实现。方法 在全区１９个开展初级卫生保健的市县中，采取以行政村为单位的抽查方法，应用全国统一的评价标准，对目前初级卫生保健工作现状进行评价。结果 （１）有１３个县（市）达标，达标率为６８．４２％；（２）不合格的６个县得分〈５８分；（３）完成较好的指标为１、４、６、１１、１２、１３；（４）在达标与未达标两类县中，指标６、１１、１３均列前三位。结论 距卫生部以省为单位９０％的达标要求还有一些差距，而未达标县主要集中在贫困地区，所以，贫困地区力争达标是全区普及初保工作的关键。

Assessment and Evaluation of Primary Health Care Activities in 1999 in Rural Areas of Ningxia Hui Autonomous Region

Objectives In order to reach the standard of primary health care(PHC)and ensure the goal of"Health for All by the Year 2000"to be realistic, a survey for assessing and evaluating PHC activities was conducted. Methods In total 19 counties(cities)in which PHC activities have been implemented,a randomly sampling survey by administrative village was conducted. Thirteen indicators and thirty - eight sub - indicators were assessed and evaluated according to the National Standard for Assessment and Evaluation of PHC. Results (1) Out of 19 counties/cities,68.42% 13 counties/cities in which PHC are up to the standard； (2) Marks of 6 counties in which PHC are not up to the standard are below 58；(3) Indicators,Nol ,No4,No6,No11 ,NoI2 and No13,have been implemented well comparatively；(4) In the two different categories of counties,in namely counties in which PHC are up to the standard and counties in which PHC are not up to the standard，the three top indicators that have been best implemented are indicator No6,Noll andNol3.Conclusions There is a great discrepancy between the request of Ministry of Health that 90% of indicators should be up to the standard and the local reality. Most counties in which PHC are not up to the standard are located in poor areas,therefore,emphasis on promoting PHC to be up to the standard in poor areas plays key role on popularizing PHC in whole Ningxia.
