| 摘 要： | 本文深入分析了道地药材当前管理存在的问题与障碍，认为构建基于知识产权制度的道地药材综合行政管制体制是契合其特点的政策取向，对进一步建立道地药材综合管理机构和分阶段推进道地药材管理制度改革提出了建议，并分析预测了未来道地药材知识产权管理体制发展趋势。 |

| Abstract: | In this paper, the issues and obstacles in the current geo-herbs management, are deeply analyzed, and a policy tendency corresponding to the management eharateristics is presented, that is to establish an intellectual proper- ty-based system for the geo-herbs management. Some proposals are made for the establishment of multi-functional management units and for the step-by-step reform of geo-herbs management. The future development tendency of geo-herbs intellectual property-based management system is also predicted. |
