| 摘 要： | 军地联合应急医学救援中,存在着应急响应相对滞后、预案缺乏针对性、卫生力量筹划与部署不到位、军地协同机制不顺畅等一系列问题。提出应从组织指挥、预案制定、医学救援力量建设、科研训练和法律法规等方面建立军民融合式的一体化应急医学救援体系。 |

| Abstract: | There are many problems existing in the civil-military emergency medical rescue,such as the relative lag of emergency response,the lack of specificity in pre-plan,the irrationality of the planning and deployment of medical strength,the poor coordination between the local and army.In order to improve the capability of disaster rescue,it is necessary to establish civil-military integrated medical rescue system,which includes commanding,pre-plan,medical strength,scientific research and law,etc. |
