实施电子病历系统的风险管理

目的：探讨医院实施EMR（电子病历系统）过程中，依据风险认识、风险识别、风险管理、风险监控的过程，采取相应措施，促使EMR成功实施。方法：在整个软件生命周期中，采取软件工程方法、制定风险计划、进行风险优先级排序，关键成功因素法和管理配套的原则。结果：经过有效的风险管理，医院成功实施了电子病历系统。结论：在整个生命周期内，针对不同风险，采取不同的有效措施进行解决，并加以严格控制与监控，才能使风险降到最低，保障系统安全上线，有效运行。

Risk Management Experience about the Implementation of the Electronic Medical Records System

Objective： Based on risk awareness, risk identification, risk management, risk monitoring process, to investigate hospitals EMR （Electronic Medical Record System） process, and to take the appropriate measures in order to successfully promote EMR implementation. Methods： In the software life cycle, we could take software engineering methods, make risk plan, do risk priority order, and use the key success factor method and the principle of management of support. Results： The result showed risk of effective manages to EMIL. Conclusion： In the whole life cycle, based on the different risk, we could take different effective measures to solve, and there is strict control and monitoring methods which can reduce the risk to the minimum, in order to ensure the safe system online and effectively operate.
