二类口岸卫生检疫核心能力建设的思考

目的探索符合各地二类口岸实际的卫生检疫核心能力建设模式,以达到《国际卫生条例（2005）》相关要求。方法通过对我国当前口岸卫生检疫核心能力建设现状的分析,并选取二类口岸主管当局在这方面的实践和措施进行研究。结果我国二类口岸的卫生检疫核心能力建设较为薄弱,各地主管当局应当转变思路,探索切合自身实际的口岸核心能力建设模式。结论通过总结各地的成功经验,并进一步修订旧标准和形成新的行业标准,对全面指导二类口岸主管当局完成卫生检疫核心能力建设具有重要意义。

Discuss on the core capacity-building of health quarantine at the second class of ports

Objective To find out some realistic patterns about core capacity-building of health quarantine at the second class of ports, and to meet the demands of the htternational health regulation（2005） ultimately. Methods The situation of health quarantine core capacity-building in China currently was analyzed, and the second class of ports were chosen as an sample to analyze the measure and practice of its authorities. Results The core capacity-building of health quarantine at the second class of ports in China was relatively weak, the authorities should change their ideas to find out some realistic patterns. Conclusion It is necessary to make a summary about successful experience of core capacity-building at the second class of ports to revise the old standards, and to formate a new industry standards.
