| 摘 要： | 提出了中国公立医院面临八类挑战,在此基础上分析了各类型挑战作为变量之间的相互制约关系。发现了中国医院产权的“虚置”问题和政府角色重叠现象,尝试借助“冰河”模型对这一现象加以解释,提出了强化公立医院产权的管理形式以及强化社会保障系统是关键所在,进而提出了公立医院产权形式的多元化是中国医疗体制改革的突破点。

| Abstract: | Nine sorts of challenges that China state-owned hospitals are facing havebeen summarized,among those,the ownership of state-owned hospitals is key factors to influence the others.One problem has been put forward,which is that ownership of China state-owned hospitals is nominal.Besides,the government is playing the role of directorate of state- owned hospitals.Ice River Model can help to explain why the ownership diversification and reform of state-owned hospitals should be pushed. |
