全国儿童预防接种信息管理系统试点效果评估

目的评估国家儿童预防接种信息管理系统试点效果,探讨系统推广的可行性。方法在全国选择6个省的12个市、35个县和519个乡,于2005年8月～2006年6月开展系统试点,采取座谈会、问卷调查、现场调查等方法对系统的适用性、易用性、兼容性、数据采集方式、流动儿童数据交换、数据报告质量等进行评价。结果系统操作简便,可满足各级预防接种服务、信息监测和管理的不同需求;数据的采集和识别以儿童唯一编码为基础,可采用不同识别介质;实现了预防接种信息的共享、不同结构应用系统与国家信息管理平台的数据交换、流动儿童的数据交换;提高了预防接种信息报告质量和预防接种服务的工作效率。结论系统在技术上已具备推广使用的条件;地方各级实施系统的基本要求为1台计算机、1台打印机、宽带网络接入和2名系统操作人员。系统推广应用应统一领导,明确职责,保障投入,兼顾地方需求,并加强培训和技术指导。

Assessment on Pilot Running of National Information System for Childhood Immunization

Objective To assess the pilot running of national information system for childhood immunization and to discuss the feasibility of the system for extensive implementation.Methods The system was conducted from August 2005 to June,2006 in 12 prefectures,35 counties and 519 townships of 6 provinces in China.Its applicability,maneuverability,compatibility,patterns of data collection,data exchange for vaccination of floating children,and quality of data were assessed through group discussion,questionnaire survey,and field survey.Results The system,simply manipulated,may meet the demands on immunization services,data reporting and management.Its data collection and reading are based on the unique code for each child,with alternative use of various data readers.The system may achieve the immunization information share,data exchange for vaccination of floating children and between different client-service systems and the national information platform,and then improve the quality of immunization information reporting and the efficiency of immunization services.Conclusions Technically,the national information system can be extensively used in the whole Country.The basic requirement for implementation of the system in each local level contains 1 computer,1 printer,access to internet by wide band,and 1-2 staff for system operation.The extensive implementation of the system should rely on unifying leadership,clarifying responsibility,assuring financial support,considering local demands,and strengthening training and technical guidance.
