| 摘 要： | 随着全民医保和基本药物制度的施行，有很多问题需要探讨。无论是作为费用支付者的医保部门、为患者提供诊疗服务的医疗机构，还是作为医疗消费者的广大群众，学习医保政策，在贯彻、探索中及时发现问题，适时提出建议。作者作为医疗机构的管理者，在执行医保政策实践中，对遇到一些问题和困惑进行思考，并提出了应对的建议。
