中国医学救援的进程与实践

中国面临各种灾害的威胁。中国的急救、灾害医学专家于1985年参加世界急救、灾害医学协会的活动，多次参加世界急救、灾害医学大会。2001年成立中国灾害防御协会救援医学会，同年成立“中国地震灾害紧急救援队”（对外称为“中国国际救援队”）。2003年成立中国医师协会急救复苏专业委员会。2006年《中国急救复苏与灾害医学杂志》创刊。2007年武警医学院建立中国第一个急救医学本科专业。2007年，国家颁布了《中华人民共和国突发事件应对法》。2009年确定每年5月12日为“全国防灾减灾日”。一大批专家、医务人员和其他有关人员长期从事医学救援工作。北京急救中心建立起一支装备齐全、精壮强干的应急救援队伍。2003年至今，中国国际救援队参加了7次国外大型地震灾害的救援活动。2008年，四川汶川地震中许多急救人员投入救援，发挥了巨大的作用。

Progress and practice of undertaking of medical rescue in China

China, as many other countries in the world, is faced with the threat of different kinds of differernt kinds of disasters. In 1985 the experts in the fields of emergency and disaster medicine in China participated in the activities of the World Association of Disaster and Emergency Medicine, and have attended the World Conference on First Aid and Disaster Medicine several times. In 2001 the China Association of Disaster and Emergency Medicine （CADEM） was founded under the China Association for Disaster Prevention. The China International Search ＆ Rescue Team （CISAR） was established in the same year. In 2003, the Professional Committee of First Aid and Resuscitation, China Medical Doctor Association （CMDA） was established. The ＂China Journal of Emergency, Resuscitation, and Disaster Medicine＂ started publication in July 2006. In 2007, a program of emergency medicine was set up at the Medical College of the Chinese People＇s Armed Police Forces. May 12 has been approved by the state Council as the yearly national Day for Disaster Prevention and Reduction since 2009. The ＂Emergency Response Law of the People＇s Republic of China＂ was issued in that year too. A legion of specialists, medical workers, and personnel concerned are engaged in medical rescue regularly. The Beijing Emergency Medical Center organized a team of highly-trained and well-equipped staff members. Since 2003, the CISAR have participated in large-scale international rescue activities abroad for 7 times. Relevant specialists threw themselves in the medical rescue in the earthquake stricken areas in Wenchuan, Sichuan Province last year and played an important role there.
