摘    要:
目前,如何平稳解决好军队人员、聘用人员的成长空间、队伍稳定、绩效工资等问题,是各级党委不可回避的现实问题。提出聘用人员绩效津贴应从以往“以经济效益为导向”转向“以按劳分配,兼顾效益为导向”的分配模式转变,并在《军队医疗岗位绩效考核办法》框架下,遴选聘用人员的考核指标,构建权重和目标值,分成等级补贴、绩效补贴和单项绩效三部分,按照专业分类、分级予以等级补贴,从而构建一套比较完整的体系,一年多的运行也取得较好成效。
