医学科研机构的创新惯性及组织柔性

摘    要:科研活动的外部环境的动态与不确定,使得医学科研机构担负着平时医学科研和应急医学科研的双重任务,在创新类型上可解释为“开发性创新”和“探索性创新”。两种创新构成对机构科技资源的竞争性矛盾,同时科研机构也表现出较大的创新惯性,不能灵活配置科技资源,这严重影响着医学科技创新系统的危机应对能力和创新效率。我们认为科研机构的组织柔性是协调这种竞争性矛盾和创新惯性的关键,并构建了基于科研资源柔性和科研协调柔性的科研机构组织柔性模型,给出简单的柔性测度方法。最后从增加资源柔性和协调柔性两方面探讨了增加组织柔性的策略。

Abstract:In an uncertain and dynamic environment, medical research institutions must often balance between the usual medical research and emergent medical research. We interpreted this as a balance between exploitation-oriented innovation and exploration-oriented innovation. We pointed out that a flexible organization can coordinate the competition of scientific research resources between the two kinds of innovation; then we built an organizational flexibility model based on resource flexibility and coordination flexibility, and extended the model to medical research institution. And finally, we discussed the strategies for increasing organizational flexibility.
