妇幼保健工作网络化管理的初步探讨

为了探索促进妇幼保健工作管理的新途径,长春市妇产科医院妇幼保健所基层科,2000年对长春市城区妇幼保健工作现状做了调查。发现区级妇幼保健机构人员配备不合理,服务对象多,保健人员少,现有人员职称低,没有较高水平的学科带头人。街道、乡(镇)级的保健人员不但职称低,而且护士职称占的比例较大。为此,应建立一个以长春市妇产科医院和长春市妇幼保健所的技术力量为依托,各区妇幼保健所为支点,连接各社区服务站,面向全城区妇女、儿童的保健网络。纵向要加强妇幼保健服务体系的建设,发挥妇幼保健机构的技术指导中心作用。横向我们要把工作重点放在各区妇幼保健所及社区,来关注健康人群。手段通过培训,指导,监督,检查,会诊,巡诊,双向转诊来完成。在经过2001~2003年长春市妇幼保健网络化的管理中,我们及时应变,发展社区卫生服务,变被动为主动,推倒院墙,走进社区,以优质、高效便捷的卫生服务赢得市场,通过网络化管理,双向转诊,技术合作来达到资源共享,优势互补,相互促进,共同提高。以保证城镇居民的基本医疗保健需求,使城市卫生服务的三级结构网络步入良性运行轨道。

Preliminary probe on the management of MCH networks

In order to to study new MCH method, established the networks with the Changchun Municipal Maternity Hospital and Changchun City Women and Children Health Care Center as the main force and the women and children health care stations of the districts as its networks, the networks aim is to link all the community medical service stations to serve women and children of the whole region. Its main task is to strengthen the construction of the women and children health care organizations and to construct the "green passages" for the transfer, emergency clinic and ambulance of pregnant and lying-in women. Its working stress is on the women health care stations and communities to take care of the healthy masses by spreading abroad the basic health care service such as mother and infant health care knowledge, establishment of healthy behavior, change of lifestyle and avoiding occupational and environmental harms. By means of training, instruction and supervision, it aims to raise the technical competence of the women and children health care service of grass-roots organizations and to strengthen the professional ability of the women and children health care of grass-roots organizations by consultation, mobile diagnosis treat and double-way transfer clinic.
