居家养老现状、模式及前景探讨

目的通过调查探索居家养老现状、模式与前景,为中国居家养老模式的发展与改革提供线索和依据。方法对上海市卢湾区淮海中路街道及宝山区大场镇进行走访调查,了解目前养老的现状。结果在领导重视、街道和居委的积极努力下,办好居家及机构养老,服务内容逐步丰富,服务载体不断创新。但由于服务设施规模较小,社会化养老不够,资金投入不足,专业人才匮乏等,阻碍了居家养老事业的发展。结论我国正迈向老龄化社会,＂老有所养＂正在为政府和民众越来越重视。增加政府投入,变单纯机构养老为多形式、多渠道养老,把社会化的居家养老与社区服务结合起来,建立＂家庭养老院＂等形式,运用市场调节的手段,通过投资主体多元化,投资形式多渠道,发挥国家、集体、社会组织和个人的积极性,为我国的养老事业贡献力量

Situation, Patterns and Prospects of Family Support or Old Age

Objective To investigate the status,patterns and prospects of family support of old age,and to provide basic for the development and reform of Chinese home care model.Methods We conducted an investigation in Luwan District,Dachang town,Baoshan District to understand the current status of the aged.Results By the efforts of residents and government,the institutions and family support of old age were developed obviously.However,due to the smaller facilities,lower level of social support,insufficient fund and lack of experts,and the development of family support of old age was delayed.Conclusion China is moving towards an aging society,more attentions have been paid to ＂providing for the elderly＂ by the government and the public.To increase the investment of government,change the simple forms of supports to variety of forms and multi-channel supports,combine the social-oriented family support with community services,establish the ＂family nursing home＂ and other forms,play the role of state,groups and social organizations,should improve the undertaking of benefits for aged
