省属纯公益性卫生研究机构人才业绩评价及激励机制探讨

摘    要:目的探讨对省属纯公益性卫生研究单位科研业绩评价与建立激励机制的方法。方法采用抽样调查方法,了解高级研究人员的现状,并对获取资料进行聚类选出主要指标,然后采用TOPSIS综合评价方法建立评价体系。结果研究人员经费不足,对工作环境和收入意见很大;聚类结合TOPSIS方法可用于建立单位内部的激励搞活机制体系。结论加大政府投入和科学管理是省属纯公益性卫生研究单位改革的关键。

Abstract:Objective To set up a system of evaluating the performance records of research staff and impulsing their energetic ability for the institute of health study of publit welfare by administration of Province. Methods 152 professors were sampled from 5 institutes of health study and face to face interviewed with the questionnaire. To select the index variables form many performance record variables were used to the Hierarhical duster analysis and the analysis of TOPSIS to evaluating the personal recod level. Results This survey indicated that the task of projects and provided financial assistance for them were very low , and the salary of them also lower than same post persons working in other units, and they have many complain about this. The methods of Hierarhical duster combining TOPSIS analysis is a good method to set up an evaluating system of the performance records and impu]sing their energetic ability. Conclusion It is very important to increase the fund from the government and to strengthen research management for these institutes of health study of public welfare in the future.
