| 摘 要： | 在大多数发达国家，卫生系统绩效改进已经成为一个主要的政策问题。为实现该目标，他们推动发起了各种测量卫生服务系统绩效的倡议。对国际组织及部分典型OECD国家卫生服务系统绩效评价框架体系进行概述，并从体制和运行机制方面对其进行比较分析，找出其建立的背景、特点及内在规律性，以期为我国卫生服务系统绩效评价框架体系的建立提供可借鉴的经验。

| Abstract: | This paper summarizes the health care system performance framework from international agencies such as WHO, World Bank and some typical OECD members, meanwhile compares and analyzes the function systems, backgrounds, characteristics and regularity in order to provide useful experience for our country's performance assessment framework. |
