昆明市卫生人力资源现状调查分析

摘    要:
目的 描述和分析昆明市卫生机构的人力资源现状.方法 采用查阅昆明市卫生机构人力资源统计表的方式,统计分析卫生机构各类人才总数,地区、机构分布、年龄、学历、职称、专业的结构比例等.结果 昆明市卫生人力资源总量为52 410人,卫生技术人员数6.29人/千人口,执业医师数2.82人/千人口,注册护士数2.34人/千人口,医护比为1:0.83,男女比例为0.5:1,硕士以上学历占14.62%;高职占11.08%.35~54岁占57.67%,农村地区占26.4%.结论 昆明市卫生人力资源总量在全国处于中等水平,年龄结构合理,但性别、医护比例失衡,学历职称结构不合理,地区分布不均,部分类别人才短缺现象明显.建议多策并举,使卫生人力资源建设适应卫生改革需求.

Abstract:
Objective To describe and analyse the present situation of human resource in the health agencies in Kunming.Methods By investigating the human resources registration information(in tables)submitted by the health related agencies in Kunming,the total number of the professionals in different category,regions/institutional distribution,ratio and structure of age,academic background,academic title,and specialized subjects from these professionals were analyzed statistically.Results The total numbers registered by human resources departments(HRD)in Kunming health-related agency is 52410.There are 6.29 professional medical workers in 1000 people,and the number of practicing physicians is 2.82/1000 people thousand population.The sum of registered nurses is 2.34/1 000 people,and the ratio of doctors to nurses in the population is 1:0.83,and the gender ratio is 0.5:1(men/women),and the persons with master degree or above are represented 14.62%,and personnel with senior titles is 11.08%.Around 57.67% of these people have a age between 35~54.In countryside,the ratio is reduced to 26.4%.Conclusions The total amount of health human resources(HHR)in Kunming is at the medium level according to the national standard,and the age structure is reasonable.However,the gender ratio and the proportion of doctor to nurse are imbalanced.Furthermore,the structure of personnel with educational background and professional title structure are not in a optimal situation.The distribution between different area are not synchronized.Obviously,specialized professionals in certain area are in shortage.Different strategies are recommended to make human resources construction adapt to the demands of health reform.
